In the video, it can be seen that the hair rebonding session was being done while there was a customer waiting to be served at the window of the cashier.

The order of suspension for the employee was released on August 7, Friday.

CSC Commissioner Aileen Lizada said to the journalists,

“I have informed Assistant Secretary Galvante about the video and he instructed the regional director of LTO-9 to impose necessary disciplinary action. Civil Service Commission Region 9 will be verifying and monitoring the case.”

If found guild, the said employee will not only face suspension. She could possibly face charges of misconduct and conduct prejudicial to the best interest of the service which is only punishable by suspension or worse dismissal on her work.

Since March, the country underwent several kinds of community quarantine. Some parts in the country even experienced several days of hard lockdown as a measure to prevent the C0VID-19 from spreading on their barangay or community.

As the community quarantine lasted for a long time in the country, many women seem to have a problem with grooming themselves, especially their hair just like what the LTO employee did.

During the quarantine period, all salon in the country was temporarily stopped from its operation because their services are in close contact which can lead to the spread of the virus.
